Pashupatinagar sits on the Nepal India border above Ilam, facing Sukhiapokhari on the Darjeeling side. It is the closest crossing to Darjeeling by a long way.

Why this catches people out
The geography and the paperwork point in opposite directions.
If you are in Darjeeling and you look at a map, Pashupatinagar is obviously the crossing to use. It is close, it is on a direct road, and there is a functioning border post with customs on both sides. Vehicles cross. People cross all day.
What is missing is a Nepali immigration office. There is nobody there to issue a visa or stamp you in. Without that, a third country passport has no legal way through.
So travellers come up from Darjeeling, reach the border, and get sent back down to the plains. Then they start again at a different gate. That is most of a day lost, and it is easy to avoid.

Getting to Kakarbhitta from Darjeeling
Kakarbhitta is on the plains, not in the hills, so you come down before you go across.
From Darjeeling you descend to Siliguri, then continue to Panitanki on the Indian side of the Mechi river. Cross the bridge and you are in Kakarbhitta, in Jhapa district.
From Kakarbhitta, Ilam is back up into the hills to the north. So on a foreign passport, Darjeeling to Ilam means dropping out of one hill range, crossing on the flat, then climbing into another. It takes longer than the map suggests. That is the cost of using the gate that works.

What Pashupatinagar is useful for
If you hold a Nepali or Indian passport, it is genuinely the convenient option, and the reason the road exists.
It is also worth seeing as a place rather than a gate. The ridge road up runs through tea country, and it is the high point of the district’s border with West Bengal. Plenty of people drive up with no intention of crossing.

Border arrangements between Nepal and India change, and they change without much announcement.
